Health is read from the API Gateway access log every minute: an hour block is amber when server errors or p95 latency passed the threshold inside it, red when errors passed the outage threshold, grey when nothing called the API. Refusals (401, 403, 429) are not errors - they are counted on the State of the API page. e2r-identity is the sign-in service every other API depends on.
